Issue one calculation, service-evidence set and future-project queue, then compare exact panel, service, management, EV and distribution equipment; utility and permit steps; access, outage, fire stopping and finish repair; and tests, settings and records. State every model, allowance, alternate and exclusion. Define evidence, written notice, pricing and authorization for changed conditions. Carry accepted clarifications into the contract. The resulting schedule should expose proposals based on different load assumptions or restoration boundaries and should never reduce a capacity project to a cost-per-ampere comparison.
